To quote the Kansas State Constitution (sorry I am a research dork)
Article I, Section 9 of the Constitution of the State of Kansas provides that “there shall be kept by the governor, and used by him officially, and which shall be the great seal of Kansas. All commissions shall be issued in the name of the state of Kansas; and shall be signed by the governor, countersigned by the Secretary of State, and sealed with the great seal.”
It APPEARS that you would have to have permission from the Governor to use this seal for any purpose, but, there are also fair use laws put in by the US Government that I "believe" would grant use of a state seal to a citizen of that state. I could be wrong on the fair use though.

***EDITED***

Here is what is covered under fair use
* Criticism and comment -- for example, quoting or excerpting a work in a review or criticism for purposes of illustration or comment.
* News reporting -- for example, summarizing an address or article, with brief quotations, in a news report.
* Research and scholarship -- for example, quoting a short passage in a scholarly, scientific, or technical work for illustration or clarification of the author's observations.
* Nonprofit educational uses -- for example, photocopying of limited portions of written works by teachers for classroom use.
* Parody -- that is, a work that ridicules another, usually well-known, work by imitating it in a comic way.
It might be best to contact the Governor's office and find out, they have a contact form.

maybe, if usable i think its okay, maybe a lil done tho. Like it, but mite want to see something a lil more original. Maybe use the seal as a starter and add a lil more too it to make it "our" own. Good idea tho!!

It does look good! Being round, it could be a stamp for discs too.

By the way, does Kansas have mountains?

Small criticism: wouldn't it be 2006 rather than 06-07.

My grandma is related to Mrs. Sebilius and keeps in contact with her. (there is a good story to that) I'll see what I can do. Or try to sound important - either way :)

Also, can someone ask Babbit about the copywright/Trademark? He should be able to point us in the right direction.
