Innova won't do total blanks, but they do make bottom stamped discs.
Discraft does it sometimes, but they also now make a bottom stamp which I see more often.
No idea on Gateway. They seem to be more flexible to make their customers happy, since they don't do the volume of the big two companies.
Last I knew, Dynamic Discs had quite a few bottom stamped Destroyers, and a few other Innova discs, and some bottom stamped glow Buzzz, and maybe Force or Nuke.

If you need a whole lot (25 or more) I'd contact the producer's directly. Innova wouldn't give you a wholesale price, so you might have to try and have a dealer place the order for you. Sometimes it can be a pain in the ass.

Or just take the stamps off yourself. Acetone works real good but dont use too much.And dont use on DX plastic it will ruin it. After I use it i make sure to have water near by to rinse it off real well. Use outdoors or a ventilated room
