The 40 feet difference is from the complete opposite course. Short tees and long pins vs. long tees and short pins.
If you keep the tees the same, the difference from the short pins to the long is 1353 ft. This is regardless of what tees you play.
If you keep the pins the same and change the tees (from short to long or vice versa), the difference is 1384 ft. 31 ft. difference actually.

Some of the shorter tees at HH definitely play tougher than the long ones do. 8 and 18 being the most obvious. Of course, the pin location can make a significant difference.
I really wish more courses across the country would use the alternating color system that ICT has as opposed to the static red=short, white=middle, blue=long system I see in so many places. Why should I be resigned to just 2-3 choices? In fact, it would be cool if there was yet another alternating system based on hole distances rather than tee number. You could theoretically have six different courses with just two tees per hole.
